1697. Representation and the 10/10/10 model

On representation; the 10/10 model. Each ten citizens [level 1] elect a representative. Each group of ten reps [level 2] elect a rep. That group[level 3] elect a rep. Level six gets to 200 representing the whole. This is land based. A parallel system through trade and professions yields a second house. Each citizen is thus represented twice.
